Quite a few Arisaema sprout roots and do not develop shoots until the
following season.

Perhaps A. henryi is intermediate between these groups. That would
account for the
seemingly very long germination time.
Try germinating a few seed in a plastic bag on a damp paper towel scrap,
the
Deno method.
I bet you observe the root radicle in a relatively short time. And when
planted, it will
probably take a long time for the shoot to appear.
