The Florida Nurserymen and Growers Association reports that plants
entering Florida from Puerto Rico require a phytosanitary certificate
indicating the plants originated from a county free of Pink Hibiscus
Mealybug, treatment for PHMB or inspection and be found free of the
pest. This Florida Division of Plant Industry rule went into effect
September 1, 2000.

Congress also passed the Plant Protection Act which allows for harsh
civil penalties for violations. A fine of up to $1000 can be imposed for
first time offenders that carry prohibited agricultural products into
the country. Individuals may be fined up to $50,000 and business or
other organizations up to $500,000.
Declare your plants and have them inspected.
