The example that comes to mind is Birch Aquarium at Scripps, in San Diego. At the door, they specify that you are welcome to take pictures only for non-commercial purposes. The reason is just as has been stated: to sell a photo taken there would in fact be making money from their property. Birch Aquarium has a beautiful exhibit of a living kelp forest, which no doubt costs them big bucks to maintain; to sell a photo of it without their permission would be parasitic, just like the aforementioned paparazzi.
