HOWEVER
the paranoia between rival citrus states has spawned a nightmare of
phytosanitary hooplah, but truckloads of landscape materials pass
uninspected through certain roads, between California and Arizona, all the
time.
How would AZ know if someone shipped tubers to an address in the state? I
am not likely to emblazon "LIVE PLANTS" on the outside of the box!
well, if you knowingly ship stuff which is required to have documented
health inspection over state lines, you are in deep yogurt if they find
you. federal flavour. you are required to label such things and to have the
appropriate documents.

I am almost an anarchist, but i do not want to wear an orange jumpsuit over
a couple of tubers. If the time comes, i will do the sacrifice for the
greater good of the country, not to slip tubers from one state to another.
'sides, it is easy enough to get that certificate.
P.S. I bet FTD and 800-FLOWERS are thrilled with AZ
there are certified nurseries and other facilities whose entire operations
are inspected and thus, everything IS inspected.
P.P.S. This sounds like it may be illegal. Only the U.S. government has
the authority to regulate interstate commerce. How does AZ get away with it?
Oh-------- it is too complicated to type with a splinter in my hand, but
they do have the right.

I find it remarkable that states with a contiguous border carry on as if
bugs come to that border and shudderingly, turn around and bolt back into
their states.
