Probably because they have become invasive in Florida and a few other states and clog waterways like water hyacinth. I dont think they are illegal in my state yet, (South Carolina) but I know they have invaded a few of our coastal waterways to a lesser extent, (they most likely die back like water hyacinth during the colder winters.)
