In the above reference, I did not mean to say that the new regulation would
only be a benefit, there are also down sides to the way it is written. As I
stated on another list "this looks like it was written by bean counters, not
bean growers".
I have also wallowed through all of the references contained in the

Sorry if I gave the impression that we all should approve this proposal.
There is another, now permanent regulation, involving Japanese beetles that
was adopted because of only ONE comment in agreement, no opposition, with
the proposal and that was made by a state agency. We are heard, and maybe
listened to, when we do comment.
