Hiya Jim
Well, that's certainly what I think needs to be encouraged - although of
course cultivars need to be validly & effectively published and thus can be
off-putting to folks, but, certainly, cultivars ar far preferable to the
supporting of a plethora of taxonomic varieties, forms, etc.
