Comments on small lot seed imports - U. S.

We are proposing to amend the nursery stock regulations to allow the
importation of small lots of seed under an import permit with specific
conditions, as an alternative to the current phytosanitary certificate
requirement. This proposed change is necessary because several entities
that import small lots of seed-individual importers, horticultural
societies, arboreta, and small businesses have had difficulty obtaining the
necessary certificates and have been adversely affected by the phytosanitary
certificate requirement.

Just a suggestion. When you wish for someone to send a response to the Department of Agriculture...... an address might be the stimulus to a
greater response, along with to the attention of whom. Issue certainly has warrant for most of us. If someone comes up with an address, please
post it.

In the above reference, I did not mean to say that the new regulation would
only be a benefit, there are also down sides to the way it is written. As I
stated on another list "this looks like it was written by bean counters, not
bean growers".

I have also wallowed through all of the references contained in the
proposal, and if you would like, I can post their web addresses to save

Sorry if I gave the impression that we all should approve this proposal.
There is another, now permanent regulation, involving Japanese beetles that
was adopted because of only ONE comment in agreement, no opposition, with
the proposal and that was made by a state agency. We are heard, and maybe
listened to, when we do comment.

Dear Betsy,
You are absolutely correct. Thanks for the suggestion. Another reference
in the proposal gives this address for a form to submit comments. No
particular name is given, but at the bottom of the proposal is the name Bill
Hawks, Under Secretary for Marketing and Regulatory Programs. I doubt he
has ever seen or read the document, just assigns to his staff and then signs
for the hundreds of papers that pass over his desk every year.
