There is an exemption of import permit under the Houseplant Rule for 12 or less plants. There is no way around the Phytosanitary Certificate.

In order to LEGALLY bring plant material into the US, you need either a Plant Import Permit plus a Phytosanitary Certificate (plus even a CITES certificate for certain species) for live plant materials or else a permit for Small Lots of Seed (both obtainable from the Animal and Plant Health Inspection Service - http://www.aphis.usda.gov/) They are both free, but at this late date, you would probably not be able to obtain them in time. Any other method is at the risk of your plant material being confiscated when you pass through customs upon re-entering the United States.
